RIGBY CITY COUNCIL

THURSDAY NOVEMBER 20TH, 2025

7:00 PM

The Pledge of Allegiance was given by Councilwoman Harrison and the prayer by Councilman Espinosa.

Public comment-

Lisa Hathaway requested that the due date for monthly utility bills be changed from the 20th to the 26th. The Council noted her request and advised they would follow up after consulting with the Deputy Clerk.

The following business items may be approved by one motion and a vote.  If any one member of the Council so desires, any matter listed can be moved to a separate agenda item. 

  1. Council Minutes – November 6th, 2025    

Councilman Howe made the motion to Approve the Minutes for November 6th the Correction of “Councilman” from “Councilwoman Howe”, 2025, seconded by Councilman Espinosa. Councilwoman Hillman Abstained.

  • Accounts Payable- November 2025

Councilman Wilder made the motion to Approve the Accounts Payable, seconded by Councilwoman Hillman,

ACTION ITEM:Canvass and Certification of November 4th, 2025 Municipal Election Results

Mayor Datywler explained after an election happens, the Council needs to certify the results.

Councilman Wilder made the motion to Accept and Certify the November 4th, 2025 Municipal Election Results, seconded by Councilman Howe.

ACTION ITEM: Consider Approval of Liquor License for Lucy’s Pizza

The owner of Lucy’s Pizza, submitted his State Beer and Wine License and noted he expects to receive his County License the following week. He requested City approval contingent upon submission of the County License, which would allow delivery of beer and wine with orders. Councilwoman Harrison requested that the City clarify the license title as “Beer and Wine License,” noting this does not constitute approval for a liquor license.

Councilwoman Hillman made the motion to Approve the City Beer and Wine License for Lucy’s Pizza, seconded by Councilman Espinosa,

ACTION ITEM: Christmas/Year-End Appreciation – City Employees and Volunteers

Mayor Datwyler reviewed the annual practice of providing Chamber Bucks to City employees and volunteers, including the Library Board and Planning and Zoning Board. He proposed a change for this year: employees would receive their bonus through payroll, while volunteers would be given Visa gift cards provided at no additional cost by Bank of Commerce. Councilman Espinosa expressed support for payroll distribution, noting it would be preferable for auditing purposes.

Council Approved.

ACTION ITEM: City Employee Christmas Dinner/ Early Closure Dec 24th and/or December 26th Office Closed

Mr. Bradley recommended holding the City’s Christmas Dinner in January, noting that scheduling is easier and the Golf Course venue more available at that time. He suggested a weeknight to reduce reservation costs. Council agreed to hold the dinner on Wednesday, January 7th at 6:00 PM.

Mayor Datwyler noted that when December 26 falls on a Friday, resident activity is typically minimal following the Christmas holiday, and employees customarily leave early on Christmas Eve. Councilwoman Hillman advocated for granting employees paid time off during this period.

Councilwoman Hillman moved to close City offices at noon on December 24 and remain closed on December 26, with employees receiving paid time off. Seconded by Councilman Howe.

ACTION ITEM: Consideration of Special Event Request – Off Ramp Bar & Grill Thanksgiving Dinner

Mayor Datwyler reported that Chris Quick, owner of Off Ramp Bar and Grill, requested permission to open on Thanksgiving to host a community potluck for individuals without other plans. Chief Fullmer noted that under State Code and current City Ordinance, liquor cannot be sold on Memorial Day, Thanksgiving and Christmas unless the Ordinance is amended. When asked, he stated he had no objection to liquor being sold on Memorial Day and Thanksgiving in the future. Council agreed the change could not be implemented this year but indicated the Ordinance should be updated at a later date to include Memorial Day and Thanksgiving, as requested by local bar owners.

ACTION ITEM: Consider Canceling the First City Council Meeting in January 2026

Mayor Datwyler noted that the first regular meeting in January would fall on Thursday, January 1. With the following week, January 8, Planning and Zoning is on the 8th, not workable for the incoming Mayor and given the typically slow period for Council business, he recommended canceling the first meeting and holding only one meeting in January on Thursday, January 15.

Councilman Howe made the motion to Cancel the First Council Meeting on the First January, seconded by Councilwoman Hillman.

ACTION ITEM: Water Line Extension Request – LDS Church New Construction (Applicant: Scott Nielson)

Mr. Bradley presented maps to the Council showing the locations of two new Church of Jesus Christ of Latter‑day Saints buildings in relation to existing City water lines. The Church requested to connect to the City’s water supply while remaining outside City limits. Connections would be metered, with billing at double the current rate for non‑residents. Mr. Bradley noted that installing and maintaining separate wells for each building would be significantly more complicated for the Church.

Councilwoman Harrison asked whether the Church would use City water for irrigation. Mr. Bradley clarified that City water would be used only for culinary and fire suppression purposes, with irrigation supplied through canal water. Councilwoman Harrison recommended that the City request water rights in exchange for providing service, noting that while this would not constitute annexation, the size of the two buildings warrants securing water rights to protect the City’s supply.

Councilwoman Hillman made the motion to Approve a Will Serve Water Line Extention to the Different Constructions to the LDS Church, seconded by Councilwoman Harrison.
