RIGBY CITY COUNCIL
THURSDAY JULY 17th, 2025
7:00 PM
CALL TO ORDER: Mayor Richard Datwyler called the meeting to order.
The Pledge of Allegiance was given by Councilman Stone and the prayer by Councilman Howe.

PUBLIC COMMENT –
NO Comments
Councilman Howe moved to amend the agenda by changing Item 3 from a Discussion Item to an Action Item. He stated that the item had been incorrectly categorized and, due to time constraints ahead of the upcoming Budget Hearing, it was necessary to take formal action during this meeting. The motion was seconded by Councilman Wilder, and was approved by unanimous voice vote, with all members present voting “Aye.”
ACTION ITEM – CONSENT AGENDA
The following business items may be approved by one motion and a vote. If any one member of the Council so desires, any matter listed can be moved to a separate agenda item.
- Council Minutes – May 1st, 2025
Councilwoman Harrison made the motion to Approve the Council Minutes for June 19th with the correction of Councilman Stone seconding the motion on “Consider New Website Contract with Adam Hall for 2025”, seconded by Councilman Stone.
- Accounts Payable- May 2025
Councilwoman Harrison made the motion to Approve the Accounts Payable for July in the total of $168,673.36, seconded by Councilman Howe,

ACTION ITEM: Consider a Noise Ordinance – Continued
Councilman Stone introduced updated definitions and enforcement guidelines to the Noise Ordinance Draft, clarifying terminology and outlining measurable standards for sound levels.
Councilwoman Harrison recommended collaborating with Chief Fullmer to determine reasonable fine amounts for noise violation citations. She also requested that copies of the revised draft be distributed to council members for review prior to the next City Council Meeting, noting that the Council should be fully prepared before advancing the ordinance to a public hearing.
Councilman Stone will send a copy to Ms. Keller to distribute to the rest of the Council for review. Noise Ordinance will continue the next City Council Meeting on August 7th, 2025.
ACTION ITEM: Work Meeting for Preliminary Budget 2025-26
Council discussed with department heads anything that may have been forgotten or items that needed changed before the Hearing.
Councilman Howe made the motion to Approve the Preliminary Budget 2025-26 and Publish for the Hearing to be on August 7th, seconded by Councilman Wilder,

Action Item- Adjournment
Councilman Howe motioned to Adjourn, seconded by Councilwoman Harrison, motion carried. All in favor say aye.
