Public comment-
Nino Penguera inquired about plans to move the existing skate park from the fairgrounds area to Wilson Park. Mr. Penguera offered his services when the time comes.
Adam Hall suggested Council Members deserve a raise.

Councilwoman Harrison made the motion to Approve the Minutes for October 16, 2025, seconded by Councilman Espinosa. Councilman Wilder Abstained.
- Council Work Meeting Minutes October 23- Water Meeting
Councilwoman Harrison made the motion to Approve the Minutes for October 23 with the change of Councilman Stone being absent, 2025, seconded by Councilman Howe. Councilman Stone, Councilman Espinosa, and Councilman Wilder Abstained.
- Accounts Payable- October 2025
Councilman Howe made the motion to Approve the Accounts Payable October 2025 in the amount of $39,651.02, seconded by Councilman Stone,

ACTION ITEM: Consider Approval to Publication Ordinance Amendment 2025-659 – An Ordinance Amending Ordinance No 2020-601 Regarding RV Park Regulations
Council discussed potential modifications to the ordinance governing RV park stays. The current ordinance allows a maximum stay of three months, with possible extensions subject to mayoral approval. Members noted enforcement challenges in tracking long-term residents and debated whether to remove time restrictions entirely or strengthen enforcement mechanisms. Proposed solutions included requiring parks to post stay limits, establishing a warning system, and adding misdemeanor penalties for violations.

DISCUSSION ITEM: Presentation of Updated Impact Zoning Map from Jefferson County
Council discussed the updated Impact Zoning Map received from Jefferson County. Mayor Datwyler shared the input he had previously discussed with the County and asked Council for any additional comments. Councilman Wilder requested that two blocks to the east of the current proposed Impact Zone be added. Ms. Hansen noted she would be meeting with the County the following day and would raise the request.
ACTION ITEM: Consider Approval of Notice of Award – Highway 48 Water Line Replacement
Mr. Bradley was unable to attend the meeting in person but was contacted by phone to provide clarification on this agenda item. He explained that the original award notice to Trico had been cancelled and recommended awarding the project to the second bidder, Edstrom’s. He noted that payment for materials should be made as soon as possible to secure current pricing, with the project scheduled to continue in the spring.
Councilman Wilder made the motion to Approve the Bid to Edstrom Construction on Highway 48 in the amount of $920,594.50, seconded by Councilman Stone,

ACTION ITEM: Ordinance No 2025-658 – Establishing Moratorium on Annexation
Councilwoman Harrison made the motion to Adopt Ordinance No 2025-658 any Further Readings Beyond the First Reading of Title and Summary Due to Lack of Concern from Residents, seconded by Councilman Stone,

ACTION ITEM: Consider Approval for Paid Holiday for Employees – Day After Thanksgiving
Chief Fullmer reported that other cities and counties provide the day after Thanksgiving as a paid holiday. He noted that the City currently observes 12 or 13 paid holidays, though not all federal holidays are included.
Councilman Wilder made the motion to Approve the Day After Thanksgiving as a Paid Holiday for all City of Rigby Staff, seconded by Councilman Espinosa.
