RIGBY CITY COUNCIL

THURSDAY JUNE 19TH, 2025

7:00 PM

CALL TO ORDER: Mayor Richard Datwyler called the meeting to order. 

The Pledge of Allegiance was given by Councilwoman Harrison and the prayer by Councilman Wilder.

  1. Council Minutes – June 5th, 2025

Councilman Wilder made the motion to the Approve Council Minutes, seconded by Councilman Stone, Councilman Howe Abstained 

  1. Accounts Payable- June 2025

Councilwoman Harrison made the motion to Approve the Accounts Payable for June for the total of $217,636.53, seconded by Councilman Howe,

INFORMATIONAL ITEM: Retirement for Staff Sargent Chris Scott from Rigby City Police 

Chief Allen Fullmer presented Staff Sargent Chris Scott with a Retirement Plaque, expressed his gratitude for his service and invited everybody to the Retirement Party at the Police Station on Friday. 

ACTION ITEM: Discuss Concerns about Code Enforcement for Weeds and Trailers

Mayor Datwyler and Councilman Wilder informed the Council they both received emails from concerned citizens about weed control and trailer Ordinances being enforced. Chief Fullmer explained they have been out writing the citations recently. Councilman Wilder asked it to be on the agenda to inform the residents they are aware of the issues and allow the Chief to confirm the Ordinances are being enforced. 

ACTION ITEM: Consider New Website Contract with Adam Hall for 2025

Adam Hall explained the services he has been providing up to present and the further services that will be needed moving forward. The CityofRigby.gov is implemented. Mr. Hall believes it will be a smooth transition to get landing pages for the other entities under the City’s umbrella once the City decides which ones we need pages for. Mr. Hall can work with our current I.T. company to get the Council Members emails set up.

The new Contract for annual maintenance on the website will now be $1440 which will include all items other than the landing pages. Those will need a separate contract addressed at a later meeting. 

Councilman Stone made the motion to Approve the 2025 Contract with Adam Hall, seconded by Councilwoman Harrison,

ACTION ITEM: Consider a Noise Ordinance – Continued

Discussion on Noise Ordinance. The Council would like to collect more information. Continue at a further meeting. 

ACTION ITEM: Just Serve Proclamation

Mayor Datwyler read the Proclamation as follows:

 COMMITMENT TO VOLUNTEERISM IN
the City of Rigby, Idaho

WHEREAS, we firmly believe that the values of compassion, empathy, and community support are the foundation of a united harmonious society and fosters connections that transcend differences; and

WHEREAS the strength and prosperity of our cities, towns, and villages are based in the selflessness of its residents to serve and uplift one another; and

WHEREAS, we acknowledge the profound impact that can be achieved when we extend a helping hand to our neighbors, especially those of diverse backgrounds and lifting them up and collectively working to improve lives; and

WHEREAS, we nurture a culture of giving within our cities, emphasizing that volunteerism is not just a duty but a source of personal fulfillment and community strength; and as we work side by side with and learn from each other, mutual understanding increases, misconceptions can be corrected, and new friendships are built; and

WHEREAS, we urge all citizens to care for one another, volunteer, and engage in acts of service and kindness that contribute to our city’s betterment and its inhabitants’ well-being, regardless of background or belief; and

WHEREAS, the city of Rigby has joined a growing list of supporters, including the President of the National League of Cities and hundreds of leaders to date, in making a commitment to volunteerism;

NOW, THEREFORE, BE IT PROCLAIMED I Richard Datwyler, mayor of the city of Rigby, that the city of Rigby commits to promoting volunteerism, leveraging JustServe.org to make it easier for residents to find and engage in volunteer opportunities and will regularly acknowledge and celebrate the contributions of volunteers.

Action Item- Adjournment 

Councilwoman Harrison motioned to Adjourn, seconded by Councilman Stone, motion carried. All in favor say aye.
