RIGBY CITY COUNCIL
THURSDAY February 20,2025
7:00 PM
CALL TO ORDER: Mayor Richard Datwyler called the meeting to order.
The Pledge of Allegiance was given by Councilman Espinosa and the prayer by Councilman Stone.

ACTION ITEM – CONSENT AGENDA
The following business items may be approved by one motion and a vote. If any one member of the Council so desires, any matter listed can be moved to a separate agenda item.

- Accounts Payable- February 2025
Councilman Howe asked that the minutes be pulled.
Councilman Howe made the motion to Approve the Accounts Payable for February 2025, seconded by Councilman Wilder,
roll call vote:

Councilman Timothy Howe – Yes
Councilman Reed Stone – Yes
COUNCIL MINUTES – FEBRUARY 6, 2025
Councilman Howe pointed out that the motion for the Memorandum of Understanding between Rockwell Homes, the County and the City along with the motion for the City Attorney Retainer Agreement for 2025 were written incorrectly with Councilman Howe making the motion. The correct councilman was Councilman Stone. Councilman Howe asked both motions be corrected.
Councilman Wilder made the motion to Approve the Minutes from February 6, 2025, with the amendments to the incorrect motions from Councilman Howe to Councilman Stone, seconded by Councilman Espinoza,
The motion passed unanimously.
ACTION ITEM: Renew Contract for Regional Economic Development for Eastern Idaho (REDI)
Mr. Tolman spoke to the leads he has gained from REDI that he wouldn’t have access to otherwise. Commerce has provided leads in the past but has dwindled in the past few years. Council discussed the city pays close to $4000.00 a year but nothing has come to fruition due to leads requiring a large amount of property, interest rates are high, and Commercial real estate is down. It can be revisited in the future.
Councilman Stone made the motion to Not Renew the Contract for Regional Economic Development for Easter Idaho, seconded by Councilman Wilder,
The motion passed unanimously.
ACTION ITEM: Recycle Surplus Property: Copper Wire from Well #4
Mr. Bradley explained Well 4 had gone down because of problems with the motorhead. 2 sets of lugs were spliced so he didn’t feel it was safe to use any longer. Mitch would like to take the copper wire to the recycle center directly, so it doesn’t have time to be stollen. The estimated value is five to seven thousand dollars. Funds will be deposited back into the Capital Improvement fund to reimburse what was spent on the new copper wire put back into Well 4.
Councilman Howe made the motion to Declare the copper wire to be submitted into Property Surplus and Approve that it be recycled, seconded by Councilman Stone,
The motion passed unanimously.
- ACTION ITEM: Approve Interfund Transfer: Quarterly Transfers
Councilman Howe, made the motion to Approve the Fourth Quarter Interfund Transfers as written, seconded by Councilman Stone,

Action Item- Adjournment
Councilman Howe motioned to Adjourn, seconded by Councilman Stone, motion carried.
